Do we need a Ministry of Water Resources?

In his new message to the people of Kazakhstan, Kassym-Jomart Tokayev instructed to create a ministry responsible for water resources. The reason for this decision is simple, we will face water shortages in the future, and supposedly the new ministry will help solve this problem. But what is the catch, World of NAN reporter investigated.

The creation of the new ministry is a clear indicator of the failure of the Ministry of Environment, which has the Water Resources Committee.

This year we have already recorded a terrible drought in Zhambyl region, where the lack of irrigation water killed a huge part of the crop. The reason for this was the interruption of water supply from Kyrgyzstan. It is worth noting that a representative of the Ministry of Environment visited the neighboring country, and we can clearly see the result of the work.

We can also see how the water supply system suffers, water facilities are worn out by 60%. And this problem has not been solved for many years, but now after drought and deficit we are urgently trying to patch the holes. The problem has grown to such a level that we need a new department with considerable expenses.

We know the love of our ministers to hire three or even five deputies. And we will have to create subdivisions in each region. In short, the cost of salaries alone will be not insignificant. Thus, we are also planning to spend taxpayers' money on the reestablishment of the National Hydrogeological Service and reforming water management.

Based on the tasks set and problems disclosed, it seems that the Water Resources Committee did not do anything at all. If an entire committee has not solved these problems, perhaps the problem lies in the staffing of this very water resources committee? Have any of you heard of these problems before? Has the committee even tried to promote water reform ideas at all? Apparently not.

And now we are creating an unnecessary department, which, roughly speaking, has to put out the fire that has already started, spending tens, maybe hundreds of billions of tenge. The problem with water is of course critical and should be solved, but if we create a ministry for every such problem, the state will soon run out of budget. Of course, we should have solved the problem at the committee level, but it seems that someone badly needs a new ministry, and so we create it.
