"Atameken: The Ministry of Agriculture once again violates the deadline for launching the Unified State Information System of Subsidies (USISS)

Farmers still cannot receive subsidies. This is due to the fact that a number of processes in the USISS system have not yet been finalized. However, the leadership of the Ministry of Agriculture assured that the system will be available to all farmers of the country from May 10 this year, reports the World of NAN.

The industry ministry on the official page informed the statistics on the submitted applications from the farmers, but a number of farmers remain "overboard" of the state support measures, according to the NCE "Atameken".

"On the sidelines of the meeting of the Agrarian Committee of the Majilis of Parliament on April 27, 2023, the leadership of the Ministry of Agriculture assured that the system from May 10 of this year will be available to all farmers of the country. However, at the end of the half of the fiscal year the issues of providing interest rate subsidies remain unresolved. Agricultural producers are forced to fulfill obligations to financial institutions in full at a commercial rate, which this year is up to 24% and higher," said in a press release from the NCE.

Due to the fact that the financial institution often raises funds from outside, the cash gaps are not only for farmers, but also for financial institutions.

"All three participants -- the farmer, the financial institution and the agricultural offices -- have become hostages to the platform. As of today, we are faced with the fact that corrected errors in April are reflected again in May. We do not have a list of borrowers for May, moreover, for the borrowers financed in the current year, the application is also not formed. According to the individual repayment schedule - payments are provided both quarterly and monthly. Farmers and we are ready to temporarily switch to a paper version of the application, just to ensure payment of the due rate of interest," - said the chairman of the credit partnership "Syrdarya 1" Kyzylorda region Almat Abdullayev.

Unfortunately, as of today, the platform issues remain open. Industry experts are concerned that the underfunding of farmers will also affect the results of the timely implementation of the sowing campaign, in the application of the entire cycle of agricultural works on which the harvest depends on 2023.

"In all areas there are technical errors, which do not depend on the completeness and compliance of the documents of farmers to receive support measures. The issue of subsidizing the rate of remuneration is particularly acute, as the farmer is forced to seek funds, due to which there are cash gaps, arrears, penalties, exclusion from the subsidy program. Until today, the "Notification" process does not function in the system, that is, if the borrower's repayment schedule is changed, the system does not generate an application. New loans for which no "Offers" have yet been submitted are also rejected by the working body, as the application form in the system does not correspond to the form approved by the Subsidy Regulations. We need to promptly take action - when there are signals from users about the shortcomings, to correct them promptly, and so that the error was corrected everywhere, not just with one user", - explained the Acting Deputy Chairman of the Board "Atameken" Yerbol Yeseneyev.

The National Chamber and the farmers have repeatedly raised questions about the incompleteness of the system. However, the industry body extends the period of "promises".
