Deputies of the Auyl faction proposed to reduce the territory of the testing ranges, and to transfer the vacated land plots to Kazakhstani farmers. The deputies sent a corresponding request to the Prime Minister Alikhan Smailov, reports World of NAN referring to informburo.
Member of the Majilis Serik Yegizbayev noted that practically in each region the issue of providing citizens who wish to engage in farming is impeded by the lack of land resources. In his opinion, one of the options for solving the issue is to change the principled position of the members of the Kazakh-Russian commission on the use of lands of military ranges located in the West Kazakhstan, Atyrau, Aktobe, Kyzylorda, Zhambyl, Ulytau and Karaganda regions.
"Since 1995 Russia has been renting more than 8.5 million hectares or 86,000 square kilometers from Kazakhstan for the military training grounds for a token fee of 1,050 tenge per hectare, which, by the way, has not changed since 2005. This raises a question: who and by what methods estimated land cost and when lease term will be over, will one thousand tenge be enough for full reclamation of one hectare or will it all fall on the republican budget?" - asked the Majilisman.
He noted that Auyl is ready to render any assistance to the commission members during the negotiations with the Russian party. The next term for revision of the rent agreement will be in 2030.
"The faction of the party "Auyl" submits a proposal to the government to immediately begin negotiations to reduce the land areas of testing grounds as early as this year in the interests of agricultural activities of the people. For example, back in 2019, the akimat of the West Kazakhstan Region introduced an elaborated proposal to the Ministries of Foreign Affairs, Defense, and Agriculture to reduce the territory of the test site leased by the Russian Federation by 1.1 million hectares. The Ministry of Defense developed a Road Map and it was approved by the Deputy Prime Minister and Minister of Foreign Affairs of the republic, but as they say, the situation is still the same," Serik Yegizbayev said.
He also suggested increasing the rent rates for the military ranges to a realistic amount taking into consideration the necessity of subsequent land reclamation as well as defining the government's position on the issue of prolongation or termination of the rent for the military ranges in 2030.
