The deputy recommended the Ministry of Agriculture to study the Russian experience

The meeting of the Committee of the Chamber on agrarian questions took place in Majilis and the discussion of availability of financing of subjects of agro-industrial complex took place, reports World of NAN referring to the Parliament.

Member of the Majilis Yerkebulan Mambetov stated that despite the positive performance of the authorized body and financial institutions, the agro-industrial complex is on the verge of a crisis.

According to the member of the Majilis, the main problems are related to insufficient financing of agribusiness, turbulence in the development policy of the agroindustrial complex, export development and some contradictions in the protection of the domestic market.

"Subsidizing the interest rate had a positive impact. But there are a number of problems that recur every year. The main reason for them lies in the mechanism of subsidy regulation. We compared the amount of interest subsidies in Kazakhstan and Russia and identified some shortcomings. According to our rules, compensation is paid by the farmer, while in Russia it is paid by the financial institution. Thus, in case the subsidy is delayed, the Kazakh farmer pays the full loan rate. Under the rules of the neighboring country, the farmer pays only a reduced interest rate, and the financial institution receives compensation from the Bank of Russia," said Yerkebulan Mambetov.

The deputy said that development institutions should prioritize the interests of farmers, while lending institutions are obliged to provide them with the lower interest rate on the loan, promised by the state. He also urged the Ministry of Agriculture to study the experience of the Russian Federation and apply it in practice. At the end of the meeting the proposals on the results of the event were prepared, taking into account the views of all participants of the meeting.
