Mazhilisman Berik Dyusembinov raised the issue of the true ownership of agricultural land in front of the Minister of Agriculture Yerbol Karashukeyev, who spoke at the plenary session of the Mazhilis, World of NAN reports with reference to inbusiness.kz.
"You made a beautiful report about returning thousands of hectares. But whichever region you go to, the lands on both the left and the right side belong to the akims. There is no land being returned. The common people, farmers and agrarians need pastures and land, but the rich are still sitting on the ground. Who stops you from posting a list of those who own these lands? If you go to Ust-Kamenogorsk, all the lands belong to Danial Akhmetov, in Pavlodar - to Bakauov, in the suburbs of Astana - to Shukeyev. Everyone is afraid to speak about it. Those thousands of hectares, which you mentioned in your report - this is all a lie. People are outraged; they cannot find pasture to graze their cattle. When will you stop making speeches and finally take the situation in your hands? Why are you embarrassed to reveal the names of the owners?" - said B. Dyusembinov.
Speaker of the Majilis Yerlan Koshanov gave a week to implement an interactive map of land users.
Meanwhile, Majilis adopted a bill "On amendments and additions to the Code of the Republic of Kazakhstan on Administrative Violations on issues of state control over use and protection of land" in the first reading.
According to the Minister of Agriculture Yerbol Karashukeyev, the purpose of the bill on state control of lands is to increase the responsibility of officials of local executive bodies in the provision of services to citizens in the field of land relations and bring the rules of the Code of Administrative Violations in line with sectoral legislation.
"The purpose of the bill is to improve state control over the use and protection of land. The bill proposes to amend the current provisions of the Code in view of the need to bring it into line with sectoral legislation in terms of defining state bodies exercising state control over the use and protection of land. At the same time, the bill establishes the liability of officials of local executive bodies for poor or untimely provision of services in the sphere of land relations", - he said.
The adoption of these amendments will improve the quality of services provided by local executive bodies and increase public confidence in the state apparatus in general, the minister concluded.
