Y.Karashukeyev spoke in favor of opening of agro-bank

The Minister of Agriculture of Kazakhstan announced a new position of the Ministry of Agriculture at the governmental hour in the Majilis. Previously the Ministry was against the creation of a state agricultural bank, but now it is in favor of it, World of NAN reports referring to agrotime.

The Ministry of Agriculture has established a clear stance on the creation of the agro-bank. It supports it. Firstly, they want to reduce the interest rate and secondly, they want to increase the term of lending up to fifteen years. Unfortunately, this is the demand of the times. Now the farmer will only benefit from the creation of an agro-bank, the minister said.

"Our position is clear: we support this proposal. But some agencies do not support it, so there is no way we can move this issue forward. The creation of an agro-bank is not just the opening of a new bank, its goal is to increase lending terms to 15 years, to reduce interest rates. Agriculture will only benefit from the establishment of an agro-bank," - said the head of the Ministry of Agriculture.

Y.Karashukeyev became the head of the Ministry of Agriculture two years ago. When S. Omarov was in office, the agency had a different perspective. The idea of creating an agro-bank was considered inexpedient. At that time they were saying that the new financial institution would make loans less accessible for the farmers, as the banks would be under stricter pressure from the regulators. Risk management and collateral policy of the agrarian bank will become more strict and equal to the requirements of the existing banks. There will be problems for agrarians from rural areas who have more low-liquid collateral.

It is noteworthy that the Kazakh people's deputies have not for the first time proposed the creation of an agrarian bank. There is a similar institution in Belarus and the Russian Federation.
