By the decision of the Council of the Eurasian Economic Commission, the quota for the import of sugar and raw sugar for Kazakhstan has been increased by 100 thousand tons. The EEC meeting was held at the level of Deputy Prime Ministers of the EAEU Member States. Kazakhstan is seeking to increase the "sugar" quota for the third time. After the traditional sugar suppliers to Kazakhstan, Russia and Belarus introduced a ban on the export and licensing of white crystalline sugar, the situation on the domestic market became critical. In the share of domestic consumption, Russian sugar already occupies almost 90%. Kazakh enterprises faced a real threat of suspension of production of confectionery and juice products.

“The position of the National Chamber is that it is necessary to continue to achieve an increase in the quota for sugar imports, while at the same time solving the problem of developing the sugar industry within the country. After the closure of the borders, Kazakhstan found itself in a hopeless situation: there is a decision of the EEC, there are contracts, there is an advance payment, there is no sugar. We hope that the Russian Federation will soon lift the bans imposed unilaterally, as they violate the rights of the union membership of the Eurasian Union. Today, during the work of the Council, representatives of the Russian side announced that Moscow intends to lift the ban on sugar exports in the near future, on August 31, 2022,” commented Timur Zharkenov, Deputy Chairman of the Board of NCE Atameken.

By decision of the EEC Council, it was decided that the quota will be increased by 100 thousand tons and will total 450 thousand tons, although the Kazakh side initially insisted on an increase of 300 thousand tons.

This was the position of the National Chamber of Entrepreneurs, when back in March, after the introduction of a “sugar” moratorium on the export of sugar to the countries of the Eurasian Union, Atameken assessed potential risks and predicted the required quota. At the same time, at the end of 2021, at the level of the Commission, the traditional annual volume of Russian sugar imports to Kazakhstan was approved at 250 thousand tons, without strict import deadlines. Due to the Russian Federation's moratorium on the export of sugar and wheat, Kazakhstan did not have time to import a certain amount of sugar (out of 250,000 tons).

Kazakhstan sought the next quota of 300,000 tons in May. However, following the results of the work of the Ministry of Trade and the Ministry of Agriculture with the EEC, in June only 100 thousand tons of sugar were approved for Kazakhstan. Work in July ended with the allocation of another 100 thousand tons.

As for the extension of the deadlines for the import of sugar into Kazakhstan, the National Chamber of Entrepreneurs initially proposed setting a deadline for imports until April 2023. According to the decision of the Council of the Eurasian Economic Commission, the first approved volume (250 thousand tons), Kazakhstan had to import before the end of August this year. But physically, only 134 thousand tons were imported into the country. The EEC Council extended the deadlines for three months, until the end of November 2022.
