Kazakhstan launches Big Agribusiness Project

The construction of 65 dairy farms in 11 regions of Kazakhstan included in the pool of the Big Project in the field of agro-industrial complex for 2023. The progress of its implementation was discussed at a meeting chaired by Deputy Prime Minister - Minister of Trade and Integration Serik Zhumangarin, reports World of NAN.

A big project is replication of the positive experience of North-Kazakhstan region on preferential crediting of construction projects of factories producing main foodstuffs. Owing to this mechanism 21 dairy-commodity farms were built in 2 years in Northern Kazakhstan. As a result today about 648 thousand tons of milk or 10,3% of production in the country is produced by North Kazakhstan.

The big project is designed for 5 years and covers construction of dairy farms (from 400 heads), vegetable storehouses (from 1000 tons), poultry farms of meat type (from 5000 tons of meat per year), projects on fish farming, irrigated farming.

"In the first stage, in 2023, 100 billion tenge will be allocated for its implementation. These repayable funds will be used to build 65 dairy farms. The largest number of factories will be built in the North Kazakhstan region - 17, 12 in Almaty region, and 7 dairy farms in Pavlodar and Akmola regions. If these factories work at full capacity, milk production in Kazakhstan will increase by 322 thousand tons, which is about 5% of the country's total milk production," the press service of the Cabinet of Ministers said.

The basic conditions of financing of the Big project: granting of means to akimats for the term of 10 years on principles of repayment, promptness and remuneration of payment with annual interest rate of 0,01%. Preferential period for repayment of principal debt is not more than 24 months, the period of development of budgetary credit - 12 months. Nominal interest rate - not more than 2.5% per annum.

Regulatory documents necessary for the implementation of the Big Project have already been developed. After acceptance of rules of financing of investment projects in agribusiness and corresponding decree of the Government the akimats will be able to determine an authorized agent and to create a contest commission for selection of projects for preferential financing.

"Each project for which money is allocated under the Big Project must be 100% implemented. The Big Project on crediting large investment projects aimed at reducing the country's dependence on imported foodstuffs and the "Auyl Amanaty" project on granting micro loans to villagers aimed at returning specialists in the agricultural sector, which is also allocated 100 billion tenge at 2.5% per year, should be anchored in the field of agriculture. And in both projects the most important thing for us is quality. We have reduced the number of projects in the Big one so as not to spread the funds over small ones and to ensure their qualitative implementation. For its part, the government will take all the necessary documents for its implementation, and the akimats must ensure 100% execution without the right to error and non-execution", - said Serik Zhumangarin.
