Which agribusinesses are most owed by the state?

Recently, the topic of subsidy payments and the work of the new platform gosagro.kz has become hot in the information field. Many farmers complain about it, pointing to various problems and comparing it to the former system Qoldau. Comparisons are not in favor of the new platform. However, there are also questions with regard to the old platform. Since Qoldau's launch, more than KZT 5 billion in subsidies have not been paid to farmers, according to the MoA. The World of NAN analyst, meanwhile, did his own analysis of the state's debt to farmers.

As input data we used figures from the website gosagro.kz, in the section Qoldau, which presented a list of old applications transferred to the new platform. According to our assumptions, these are the applications for which the subsidies were not paid. However, if this is the wrong list, we are prepared to make corrections and clarifications.

The list includes 489 different companies, farms and cooperatives, which do not appear to have received subsidy payments totaling KZT 8.3 billion. The largest company on the list was the dairy company Emil LLP, which had 15 applications for subsidies totaling KZT 867 million.

In second place is "Vostok-Moloko Corporation" LLP, the total debt on subsidies to which amounted to KZT 795 million. Next in the list are also producers of dairy products in the face of JSC "Sut", LLP "Molkom-Pavlodar" and "Milkh" LLP, which in total are owed KZT 1.2 billion. And in total, all five of the above dairy companies are owed KZT 2.9 billion. Of course, it remains a mystery why the dairy companies are owed the most subsidies.

Next on the list of the biggest "victims" are other businesses. The next five are owed just over KZT 1 billion in subsidies. Among them, there is one dairy company, Dep LLP, and the rest are engaged in crop farming. In total, the list included 292 farms, 129 LLPs and at least 14 individual entrepreneurs.
