Majilis deputy Bolatbek Aliyev demanded to analyze the activity of the Ministry of Agriculture in public procurement. According to him, the ministry violated the law by purchasing veterinary drugs from one source and the overpayment amounted to 569 million tenge, World of NAN reports.
Until 2023, the Ministry of Agriculture had procured veterinary drugs through an open tender.
"In 2022, it spent 363 million tenge on its purchase through open tender with competition, paying 11 tenge per vial. But in 2023, after the Ministry of Agriculture switched to single-source procurement, the price of the anthrax veterinary drug was 28 tenge per vial. Overpayment amounted to 569 million tenge, i.e. 250% higher than in the previous year when purchasing in an open tender," - said the MP.
This is a direct violation of the country's legislation, because the purchase of veterinary drugs from a single source is possible only in case of emergency.
"This example clearly demonstrates the existence of a corrupt system in government agencies, when in the interests of the agency, and, I do not exclude, in personal interests, by conducting purchases from a single source through affiliated state enterprises or organizations at prices many times higher than the market prices", - concluded the Majilisman.
