Ministry of Agriculture cuts subsidies in cattle breeding due to corruption

The Ministry of Agriculture together with the expert community developed a draft of new subsidy rules, which provides for the exclusion of 2 subsidies of the 7 existing ones in the meat cattle breeding, reports World of NAN, referring to the Ministry of Agriculture.

It is about the most corrupt subsidies: the maintenance of a pedigree bull breeder (rental of bulls) and the purchase of imported breeding stock of cattle, corresponding to the breed origin.

In particular, cheapening the cost of purchased breeding bulls for selection and breeding work, keeping bulls for lease means double state support of the same technological process, which is an inefficient use of budget funds. Due to the fact that imported pedigree cattle breeding stock corresponding to breed conversion is practically no different from imported pedigree cattle breeding stock these concepts are combined. Similarly the norm of subsidizing of purchased imported breeding stock of cattle corresponding to the breed conversion was excluded because there is already a norm on cheapening of cost of purchased breeding breeding stock to improve their breed qualities.

With regard to the draft of new rules on investment subsidies for cattle breeding, there are excluded subsidies for the construction of new fattening facilities for cattle, because today the average occupancy of the existing ones is about 40%. Thus, the released funds will be redirected to technical and technological re-equipment of existing enterprises.

At the same time, the main directions of subsidizing, which make up more than 90% of the amount of subsidies, including breeding work, the purchase of breeding stock, the sale of steers to fattening and meat processing plants and cheapening of the cost of beef production, remain.

To date, the draft rules for subsidies are being coordinated in the state bodies and will be approved in the near future.
