New platform for registration of subsidies gosagro.kz

The Ministry of Agriculture announced the completion of technical revision of the "Unified State Information System of subsidizing the agro-industrial complex". The initiative to create a digital platform belongs to the Ministry of Agriculture, reports World of NAN. 

The Ministry notes that the system is fully automated and will provide all public services for subsidizing the agro-industrial complex in electronic format at no charge. Auto-calculation module will allow even at the stage of reception of an application to calculate the expected payment without human factor, according to current regulations. A single location for applications, processing and receiving subsidies will be on the website gosagro.kz.

"For the convenience of farmers, there will be no need to provide additional certificates confirming the expediency of receiving subsidies, as the system will be integrated with other government agencies. For example, USISSA has access to databases of the Ministry of Agriculture on land, livestock and machinery. There is also access to the information of the Ministry of Finance on electronic invoices, members of cooperatives, as well as databases of the Ministry of Justice, Ministry of Digital Development and Ministry of Internal Affairs. Also, work has begun on integration with the information system "E-PSD" to obtain data on the state expertise in construction, "- said the press service of the Ministry of Agriculture.

A single information system of subsidizing will work on the principle of "waiting list", with the assignment of an ordinal number to the application, regardless of the budget availability. The budget will be distributed only according to the order of applications in the "Waiting List" without any additional action on the part of the farmer.  This approach will ensure transparency in the allocation of funds and eliminate the human factor in the payment of subsidies. The application on the "Waiting List" is considered approved and only awaits appropriate funding.

According to experts, taking into account the completion of technical work, the relevant changes have been made to all rules of subsidizing, which define the USISSA information system that provides public services.

The draft regulatory legal act is at the registration stage. Thus, from the moment of registration of the regulatory legal act subsidizing services will be provided in the "Unified state information system of subsidizing the agroindustrial complex".

"All this will eventually make the system of state support even more accessible and convenient for farmers, as well as completely eliminate corruption risks in obtaining subsidies," the Ministry of Agriculture summarized.
