About 90% of Turkestan greenhouses turned out to be illegal

By order of the Akim of Turkestan region Darkhan Satybaldy the issue of providing assistance to the greenhouses which suffered from severe frosts is being considered in the region. Many of them didn't have enough coal stock, and 90% of them worked without any documents which makes it impossible to render financial assistance, reports World of NAN.

According to the press service of the regional Akimat, Deputy Akim Yermek Kenzhekhanuly met with farmers. At the meeting, he voiced the current state of greenhouse facilities and proposals for the development of their production.

At the meeting it was said that in case of presentation by the akimat of the act on damage to the property of commodity producers, proposals will be sent to financial institutions to postpone the repayment of debts for one year.

Meanwhile, it is reported that the large greenhouse complexes did not incur losses due to their preparedness for unexpected weather conditions. Also, since the business is insured, there is a statutory indemnity side of the losses.

It was the mini-greenhouses that were more severely affected. Work is underway to provide them with concessional loans through financial institutions. But the problem is that more than 90% of the greenhouses were completely or partially without documents. So it becomes more difficult to provide financial support within the framework of the law. Therefore at the meeting the issue of mass legalization of greenhouses in the region was raised.

The possibility of establishing direct communication between the operators and peasant farms to solve the issue of the upcoming transportation of coal was also discussed. However, the coal operators, i.e. representatives of business, also have their own requirements. The money for the fuel must be provided in advance and in full. For a simple farmer it is too much money. In addition, a warehouse is required to store pre-purchased coal stocks. Moreover, the coal supplied to the region is socially oriented. It is cheaper fuel for the population and hospitals, clinics, schools and social facilities. And the greenhouses are in the category of individual entrepreneurs.

Most of the greenhouses affected by the heavy snowfall have not begun sowing. The mini-greenhouses are generally made of lightweight construction. As of today, 36 hectares of greenhouses of 167 producers are out of operation, not withstanding the weight of the snow. Thus, individual entrepreneurs have incurred financial losses. Akimat of the region comprehensively researches ways of rendering support to owners of greenhouses. After studying the proposals of all parties, assistance will be provided within the law, assured the press service.
