The anticorruption service pointed out to the NKR Akimat the existence of a subjective approach on the part of the local executive authorities when withdrawing land plots for state needs, the World of NAN reports quoting the Department for the Prevention of Corruption.

As an example, experts cited the decision of the Esil District Akimat, which provides for the compulsory alienation of land for state needs with an area of 290 hectares, which is in temporary use by an agricultural producer.

The basis for the ruling was the protocol of the meeting of Petrovsky rural district.

However, according to the Law "On local self-government", consideration of issues of withdrawal of land plots or termination of lease terms is not assigned to local community meetings.

In addition, according to the Law "On Pastures," forced alienation is possible only if there are plots within the boundaries of the map of the Pasture Management Plan.

"In our opinion, when resolving the issue of meeting the population's needs for pastures, the inappropriate use of land plots with quality and reasonable monitoring of land use should be put at the top of the list. On the basis of which a decision should be made to take measures for compulsory alienation", - noted the First Deputy Head of the Anti-Corruption Agency of the NKR Aidos Zhunisov.
