Are they buying junk cars because the recycling fee has been reduced, or because they have no money?

The resonant post of the public movement "No to the recycling fee" grabbed the attention of our editorial board today. The activists of the movement happened to disagree, as did we, with the certain publications, which claim that the number of old cars in Kazakhstan has increased because of reduced rates of recycling fee, World of NAN reports.

As we understood from the materials, the journalists have taken the analytics of the monitoring agency energyprom as a basis. The authors call the opponents of the recycling fee populists and say that the reduction of the rates did not help to renew the car fleet of the country, but only let unwanted junk cars flood the market.

"Advocating for the reduction (or even complete abolition) of the recycling fee, the populists put forward the thesis that in this way it would be possible to renew the car fleet of the Republic of Kazakhstan - at the expense of imported new or "young" cars. We warned that flirting with such populist demands, as decrease of the recycling fee, does not lead to renewal of the car fleet, but only allows the flow of junk cars from the neighbors and others to the Kazakhstani market. Who and why do they play with fees, which changes have not brought anything to the country, except the junk on the roads - a threat to the environment and public safety, "- writes the agency.

Experts claim that the preferential car lending system from the government has a more positive impact on the renewal of the car fleet, as well as on the wallets of the Kazakhs and their ability to buy a new car.

Meanwhile we as editors are sure that it was not reduction of rates, but decrease of population's already low level of income that influenced increase of old cars quantity. Many fathers of families have turned a part-time job as a cab driver into an additional source of income. This is the only way for most city dwellers to make ends meet.

Of course, every car enthusiast wants a new car, straight from the showroom. But when there is no money and automobile credit is not available, one has to find a way out. Accordingly, to buy what you can afford - running old cars. That is why increase of used cars on country roads can not be connected with reduction of recycling rates. Unfortunately, it is first of all a direct indicator of today's social situation of average Kazakhstani citizens.
