At the Ministry of Agriculture it was reported that 133.8 billion tenge was paid to farmers before the sowing season as part of the "Ken-dala" program to fund the spring field work. Another 6.2 billion tenge is at the stage of issuance. The total budget of the program amounted to 140 billion tenge. The work on concluding contracts for the supply of products is underway through the Prodkorporatsiya, the World of NAN reports.
"In general, not less than 70 billion tenge will be sent this year by Prodkorporatsiya for forward purchase of agricultural products and issuance of commodity credits. These areas are effective tools to support agricultural producers during the sowing campaign "- was stated in the Ministry of Agriculture.
According to the information of the Ministry, to date under the forward purchase program Prodkorporatsiya allocated 21.2 billion tenge and has already financed 201 applications totaling 20.3 billion tenge. The funds have been credited to the accounts of farms, which have provided appropriate guarantees of return from SEC.
"Thus, to date, 280.1 thousand tons of agricultural products are contracted. Most of it falls on wheat, barley and sunflower. This year, besides wheat, barley, oats, buckwheat, sunflower, oilseed flax, canola and soybeans Prodkorporatsiya made the first forward purchase of 6 thousand tons of rice groats from farmers of Kyzylorda region in the amount of 1.2 billion tenge, "- added in the ministry.
Along with the forward purchase, quite popular tool to support agricultural producers, became a targeted commodity credit of wheat and barley. To date, 72 agricultural producers have received 83 applications for commodity credit in the amount of 566 thousand tons, of which more than 500 thousand tons of grain applications have been approved. The rest were considered and sent for approval to the Coordination Councils of the regions.
On the basis of guarantees provided to SPK, commodity credits in the amount of 293 thousand tons were issued. It is expected to provide appropriate guarantees for the rest of the concluded contracts. In general, the percentage of approval of applications for commodity credit is about 97%. Rejection of applications is due to the unsatisfactory financial condition of potential counterparties.
The mechanism of commodity credit granting gives the agrarians an opportunity to use the grain of the food corporation for implementing their production plans without withdrawing their own funds for this purpose. The deadline for fulfilling obligations under the contracts is November 1, 2023.
"As grain is delivered in autumn, Prodkorporatsiya will ensure the renewal of the reserve stock of grain, form a fodder fund for livestock and poultry farmers in the country, and create a grain reserve for flour mills and other processing plants. At the same time in the off-season, purchased volumes will be sold at a fixed cost, which will stabilize prices for finished products during the year," summed up the Ministry of Agriculture.
