The law provides simplification of procedures for granting land plots in electronic format in the cities of national importance, the capital, cities of regional and district level, which will change the current deadline for granting rights to land plots to 30 working days, reports World of NAN with reference to the Ministry of Agriculture.
In particular, in these cities, the institution of the land commission is excluded, as well as a number of documents (protocol decision of the land commission, land management project) is reduced.
Due to the lack of technical capabilities for the lands of settlements, villages and rural districts the current procedure for granting land plots regulated by the land legislation is preserved until the complete digitization of agricultural land.
The law introduces online monitoring of the process of approval of documents in state bodies and other organizations as well as the composite service of registration of documents of title and identification of the land plot.
The procedure of electronic allocation of land plots will be implemented on geoportals (Regional Geoinformation Systems) of local executive bodies by selecting a land plot on the "Public cadastral map" of the information system of the Unified State Real Estate Cadastre developed by the Ministry of Digital Development and Aerospace Industry of the Republic of Kazakhstan.
The public cadastral map will display data from the land, legal and urban planning cadastres of Kazakhstan and other information of state authorities.
Due to the need to adopt regulatory legal acts in the implementation of the Law, there is a postponement of the introduction of the Law from July 1, 2023.
