Seven years in prison for executives of "Rop Operator"

The Interdistrict Criminal Court of Astana has convicted the heads of "Operator ROP" LLP and Vice-Minister of Ecology, World of NAN reports with reference to the court.

The court found that three heads of ROP, one by one, starting from 2016, with the complicity of the Vice-Minister of Ecology, repeatedly committed embezzlement of budget funds in a particularly large amount.

The embezzlement was committed through unjustified payments for the services of an affiliated campaign for the disposal of end-of-life vehicles at an inflated cost.

In addition, the Vice-Minister of Ecology, abusing his authority, signed an illegal order, by which he introduced extended obligations for manufacturers and importers of cable and wire products. As a result, grave consequences occurred in the form of damage of more than 325 million tenge.

During the same period, the managers of "Operator ROP" LLP, with the complicity of the former vice-minister, attempted to steal 180 billion tenge on the account of the LLP. The convicts planned to steal during the construction of 6 incineration plants in Kazakhstan by an affiliated company.

Financing of the construction, the convicts unreasonably included in the measures for the implementation of the Investment Policy for 2022.

Also the head K. and the founder M. (wanted) of LLP, using managerial functions in a commercial organization, abusing powers, under the guise of receiving dividends, committed embezzlement of budget funds in the amount of 920 million tenge.

The guilt of the convicted persons was proved by the testimonies of the victims, witnesses, conclusions of forensic experts, specialists and audit reports, which established the amount of damage caused at 28.2 billion tenge.

The court sentenced the directors of the LLP to 7 years' imprisonment, the Vice-Minister of Ecology was also sentenced to 7 years' imprisonment. The financial director of the LLP was sentenced to 1 year of imprisonment. The civil claim was satisfied in the amount of 28.2 billion tenge in favor of JSC Zh. Also, the movable and immovable property of the convicted persons, obtained by criminal means, was confiscated in favor of the state.
