The Ministry of Agriculture responded to farmers' complaints about the work of Gosagro.kz

Analysis of received appeals highlighted three main issues that arose among farmers when using the Gosagro.kz website. The situation was commented by Bernat Alpysbekov, director of the Department of State Services Development and Digitalization of the Ministry of Agriculture of the Republic of Kazakhstan, during a briefing on the site of the SCC.

According to him, one of the issues arose because of the integration with the information system of electronic invoices. Now, if a farmer applies for state funds, he must with his counterparty to block invoices on the site, i.e. there must be a bilateral agreement to block electronic invoices. Such an application cannot be withdrawn. It will only be unblocked if the Department of Agriculture denies the subsidy for one reason or another.

"This is an innovation that may not have made it immediately clear what to do about investment subsidies.  We have done this work and posted the corresponding video instruction," the speaker explained.

The second set of questions is related to the digitization of land plots - the "map of fields. According to B. Alpysbekov, facts were revealed when farmers independently drew the cells of the field within the cadastre, but the work on the field was not carried out.

"Accordingly, he received inflated standards for pesticides, herbicides, fertilizers, seeds," - said the speaker.

Now it is proposed to conduct post-control, when it will be possible to see how much in fact the farmer sowed those or other crops.

"If this year it is revealed that the farmer has violated agricultural technology, then the next year he will be deprived of the right to receive subsidies," explained B. Alpysbekov.

In addition, some regional akimats have accumulated certain debts.

"These applications are from the reserve, as long as the debts for the previous year will not be paid, Akimats do not have the right to proceed to the new applications, which have already been submitted to Gosagro.kz. The relevant explanatory work with the akimats have already been conducted, "- said the representative of the Ministry of Agriculture.
