The new obligation, which applies to crop production, livestock farming and processing, seems highly controversial. The editorial staff of World of NAN contacted the Ministry of Agriculture with a request for clarification.
The counter-obligation is formulated as follows: “Agricultural producers (agricultural cooperatives) receiving subsidies in crop production must comply with counter-obligations to ensure growth/maintenance of the volume of gross output (goods or services) of the agro-industrial complex at the level of the previous year, in monetary terms (thousands of tenge).” The same wording applies to livestock farming and processing.
That is, every year, you must produce and sell goods for the same amount as last year or more. But the market can be unstable, and the cost of goods varies. For example, a farmer can collect a record harvest, but sell it for a smaller amount. But apparently, officials did not take such a scenario into account, as if the prices in our market were fixed.
If you reduce the indicators due to natural conditions, phytosanitary and epizootic situations, then it is enough to bring a certificate from the relevant authority.
However, what about export restrictions? In our country, the practice of closing exports for certain items is very popular. This significantly reduces the cost of goods within the country, and the farmer earns less due to an irresistible force in the form of the state. And then he will be deprived of subsidies because the indicators have decreased. So will it work? It is not yet clear.
The editors of World of NAN asked the Ministry of Agriculture - what is the purpose of such an obligation? Their answer is "In general, state support in crop production is aimed at stimulating agricultural producers to use agricultural technologies." You see, farmers do not comply with technologies and do not want to get a good harvest. That is, our farmers do not have a goal - to make money? Very debatable.
In general, the introduction of such an obligation looks like an imitation of vigorous activity, which will not contribute to the development of agriculture. But the most important thing is that such innovations do not create problems for farmers.
