Majilis deputy Yuri Zhulin proposed in a deputy's request to cancel the export duty on unprocessed hides because it deprives farmers of additional income, reports World of NAN.
"The domestic livestock industry sells at most 10-20% of rawhide each year. And about 2.5-3 million pieces of unprocessed cattle hides are often simply thrown away. According to available data, farmers' losses amount to around 14 billion tenge," said Yuri Zhulin in his inquiry.
A few years ago, villagers earned money from tannery, which has a high export profitability. However, in 2016, 2017 and 2019, a ban on the export of hides was introduced to support tanneries. The ban did not have a serious effect: the workload of the enterprises does not reach even a third of the capacity. Later on, the ban was replaced by an export duty, but even that did not bear fruit.
"It is clear that we need to support the leather processing industry. But we must not do it at the expense of the farmers," stressed the Mazhilisman.
Neighbor and largest market China imports hides from the US and Australia. Our villagers keep throwing them away, losing additional income. Unfortunately, in our traditional livestock breeding, we are still far from the countries where not even a tail is left when slaughtering cattle, all goes to processing.
The deputy offers the following solutions: to consider the possibility of transferring the leather processing to the Ministry of Agriculture, which has state support instruments for the purchase of agricultural products from farmers at competitive prices; to solve the problem of opening service and procurement offices in the regions and take measures to stimulate villagers to deliver their animals to slaughterhouses or meat processing plants with mechanized processing; to cancel the export duty on raw hides.
