MPs propose to toughen the law on pasture management

Majilis deputy Nurzhan Ashimbetov heading a work group of the Chamber proposes to amend the legislation in terms of taking pastures away from livestock farmers, World of NAN reports citing inform.kz.

The draft law is called "On amendments and additions to certain legislative acts of the Republic of Kazakhstan on issues of pasture use" and covers several laws - the Law on Pastures, the Forest Code, the Land Code.

"One of the main problems is the withdrawal of pastures. Now the current norm does not allow to withdraw pasture from the owner, if the number of livestock is 20% of the norm. We want to increase this percentage up to 50%", - said Nurzhan Ashimbetov.

For instance, according to the norms approved by the Ministry of Agriculture, with 800 ha of pasture land a farmer should have 100 head of cattle. And if the owner has at least 20 cattle, he cannot be deprived of his pasture.

"We believe that this is unfair, we need to increase this figure to 50%. If this norm is adopted, then tens of millions of hectares of good land will return for redistribution," - the deputy emphasized.

There is also Article 36 of the Land Code, according to which the land is provided without competition for up to 5 years, and this, he said, is used by local executive bodies.

"The right people" receive these lands for 5 years without competition. But ordinary people don't know about it, often lands are not put up for tender. We want to either remove this clause, or use it only for young people and limit the area to 500 hectares. In addition, we want to introduce the concept of "reserve land" for the needs of the rural district. And the local community will decide at a meeting on the use of these lands, "- added N. Ashimbetov.

A total of 41 amendments to the legislation are planned. A workgroup is formed, the bill will be brought up for general discussion in the Majilis within two months.
