Sprinkler installations for 435 million tenge have been idle for 3 years at Arkalyk experimental station                                           

Senator G. Nurmukhambetov told about the deplorable state of affairs at the pilot plant. The deputy, concerned about the fate of the plant and the people working at the plant, asked the Prime Minister of the country, A. Smailov, to take control of the solution of the problems of the experimental farming station, World of NAN reports.

The deputy reminded that the Arkalyk EFS is the only enterprise in the southern region of Kostanay region, whose functions include zoning varieties of crops, approbation of new agricultural technologies in the arid steppe conditions. Experimental Farming Station is part of NJSC "National Agrarian Scientific and Educational Center". It is located in the territory of Ashutasty village of Arkalyk.

Since 2018, the founders of the enterprise are NANOC, with a share in the authorized capital of 51%, and "Kaz Taza Onim" LLP - with a share of 49%. In the meantime, as of January 1, 2023, debts of "Arkalyk EFS" LLP to suppliers of goods and services amounted to 1 billion 734 million KZT.

According to the senator, LLP "Arkalyk EFS" sowed 6.5 thousand hectares in 2022.

"On the rest of the area no agro-technical activities were carried out, the land is in a neglected state. Three years ago we bought equipment for irrigation of 742 hectares - 12 mobile sprinklers in the amount of 435 million tenge. It was planned to introduce irrigated areas step by step until 2026. However, irrigation equipment has not been installed yet," the senator said.

Meanwhile, the sowing season is coming up. "Arkalyk EFS" LLP plans to carry out a sowing campaign on the area of 10.5 thousand hectares.

"Whether the planned volume of sowing works will be carried out, remains to be seen. There is a lack of seeds, lack of funds for the purchase of fuel and lubricants, spare parts, means of plant protection and other", - says G. Nurmukhambetov. 

The problem at the station is also the depreciation of equipment by 85%. In 2021 the station purchased 8 harvesters under leasing, because of late payments there is a threat of withdrawal of equipment, the senator reported.

The financial situation of the company is aggravated by the impossibility to receive subsidies, because of the presence of a private investor, the deputy says.  For this reason LLP "Arkalyk EFS" did not receive subsidies in the amount of more than 353 million tenge for the purchase of machinery and equipment. According to the rules of subsidizing, the enterprises won't get the subsidies if there are investors (Kaz Taza Onim LLP).

According to the deputy, considerable financial means are necessary to stabilize the activity of the farming enterprises for a long period of time. And the investor does not care about the situation at the enterprise, assured the deputy.

"The private investor - LLP "Kaz Taza Onim", does not solve even the current issues, including preparations for the spring field work, not to mention the support of social facilities. Currently, the farm employs 72 people. The disruption of the sowing campaign and non-payment of wages may cause social tension. Due to the instability of the enterprise, people are forced to look for work in other places and move to other villages", - reads the deputy request.

In connection with the above, the deputy asked the Head of the Government to assist in resolving the issue of the financial recovery of the EFS, including the prevention of disruption of the sowing campaign of the current year.
