The head of the Ministry of Agriculture voiced the measures to implement the instructions from the President's address

Minister of Agriculture, Yerbol Karashukeyev reported to members of the government on the systemic measures developed and taken by the department to implement the presidential address.

According to the minister, first of all real diversification in agriculture will be provided, to reduce the negative effects of weather factors on agricultural production, as well as the development of the fodder base of livestock.

"Today effective mechanisms are being developed to control the activities of land users to fulfill their obligations using space monitoring and remote sensing of the land and measures of state regulation of the diversification process. These measures will increase the area of fodder crops cultivation by 2 times with bringing their share in the crop rotation to scientifically grounded norms", - said E. Karashukeyev.

There will also be developed and implemented new approaches to improve pasture productivity through native and surface improvement, involving into turnover of new pastures through application of more effective model of their watering.

About 1.6 million private farms produce 2.6 trillion tenge, or 41.5 percent of total agricultural production. Given the existing potential, on the instructions of the Head of State a draft law "On private subsidiary plots" will be developed and submitted.

"Adoption of this bill will regulate the relations arising during the management of private subsidiary plots, ensure rational use of agricultural land, and expand access of private farms to state support measures", - said the Minister.

The potential of private farms will be used through the development of agricultural cooperation, which will link through vertical and horizontal chains of cooperation of household farms and small scattered farmers with the needs of the food and light industries.

"It is the principle of cooperation "together we are stronger" that will increase the competitive advantages of small-scale production in rural areas," said Y. Karashukeyev.

The positive experience of the pilot project on the large-scale and effective increase of incomes of the population of Zhambyl region through cooperation will be scaled in the framework of the National Agribusiness Development Project 2021-2025 which is currently under development.

The veterinary system will be radically reformed on the instructions of the Head of State. Thus, there are plans to transfer some of the functions of the state monopoly to a competitive environment, the activities of the veterinary service will be transferred to a digital format and thereby the epizootic situation will be controlled and the safety of livestock products will be ensured. The powers between the veterinary services of the central and local executive bodies will be clearly delineated. It is planned to solve the issues of increasing the salaries of veterinary specialists.

"In order to implement these initiatives, a corresponding package of amendments and additions to the legislation in the field of veterinary medicine will be developed," the minister added.

State support of the industry as a whole will be aimed at its optimization, ensuring its accessibility to all subjects regardless of their production size, the achievement of the final result and technical and technological re-equipment of the industry will be the main criteria for state aid.

"This work will be carried out step by step, starting with subsidizing of livestock industry," said the head of the department.

Counter-obligations for business, such as diversification of cultivated areas, increase of gross agricultural output, increase of labor productivity, as well as meeting the requirements for rational use of land, will be introduced step by step.

In order to systematically monitor the effectiveness of subsidies, the Methodology of effectiveness of subsidizing the agro-industrial complex will be adopted.

On all instructions of the Head of State, given in the Address to the people of Kazakhstan, the Ministry of Agriculture has developed the necessary measures for their timely and qualitative implementation.
