We must cancel the utilization fee for the sake of the country's future

A round table on the abolition or reduction of the utilization fee was held at the government. It was attended by relevant ministries, deputies and public figures, World of NAN reports.

The majority of representatives of ministries and businesses expressed the opinion that the utilization fee should be reduced or completely abolished, as it negatively affects the development of agriculture.

The first reason is the increase in cost. Due to the introduction of the utilization fee, the cost of certain types of agricultural machinery has doubled. Moreover, even if we compare it with Kyrgyzstan, some types of agricultural machinery are 40% cheaper there. The high cost increases farmers' expenses and makes them uncompetitive in the market. Kazakhstan borders with the agro-industrial giant Russia, where the yield of some crops is twice as high. At the same time, agricultural machinery in the neighboring country is cheaper. Thus, domestic farmers have to compete in unequal conditions. But will they be able to cope with such pressure in the future?

The second reason is that the range of agricultural machinery has shrunk. There is a clear bias in the market in favor of domestic assemblers. Therefore, some foreign manufacturers do not see the point of entering the market of Kazakhstan. Farmers are extremely limited in the choice of equipment, and have no opportunity to find the best solution for themselves. And how can productivity be increased in such conditions?

The third reason is the enormous level of deterioration of agricultural machinery (85%). The President himself has repeatedly said that the country has low rates of agricultural machinery renewal. And the head of the state has instructed to increase the rate of renewal by two times. But how can this be done with the utilization fee, which reaches 8 million tenge?

Today Kazakhstan should focus on revitalizing agricultural production and ensuring its stability, and such fees only hinder the development of the industry and the state itself.
