President: financing of agriculture should be doubled

Kassym-Jomart Tokayev raised the issue of agro-industrial complex development at an extended session of the Government, reports World of NAN.

"The problems that hinder the development of the agro-industrial complex are well known. The most acute of them is the chronic underfunding of the industry. Lack of investment leads to wear and tear of agricultural machinery, low yields, low labor productivity. Therefore, it is necessary to maximally, if possible - doubly increase the financing of agriculture, attracting not only budget money, but also funds from other sources, including second-tier banks," Tokayev said.

According to him, preferential lending for sowing and harvesting work should be increased to one and a half trillion tenge, for investment projects - up to 800 billion tenge. It is also necessary to increase the volume of preferential leasing of agricultural equipment up to 450 billion tenge annually.

"This will make it possible to bring the rate of renewal of agricultural machinery up to 10% per year. According to calculations, these measures will contribute to doubling the volume of gross agricultural output. In addition, we will be able to increase the level of mineral fertilizer application to at least 50% of the scientifically justified need. Agree, 10 centners of grain per hectare is an indicator that does not favor our country in any way. It means that our agrochemistry does not work at all, even though quality fertilizers are being produced at Kazakh enterprises," Kassym-Jomart Tokayev said.

Also, he added, it is necessary to significantly increase the number of people willing to engage in agriculture. It is necessary to provide comprehensive support to agrarians who diversify crops and improve yields.

"I believe that the application of the single land tax should be reconsidered. Since in fact there are a lot of unresolved issues here. The main condition is that it should not only simplify administration, but also take into account the efficiency of land use. All measures of state support should be provided according to the principle of "one stop shop", services of specialized financial institutions should be combined. It is necessary to strengthen the potential of the Agrarian Credit Corporation and transfer the functions of akimats on subsidizing agriculture to it. For this purpose, it is necessary to combine the services of preferential lending and subsidizing of agro-industrial complex subjects within one digital platform, - said the head of state.
