During his address, the President paid special attention to the agro-industrial complex

Yesterday the President Addressed the people of the Republic of Kazakhstan. In his speech the Head of State noted that in the agro-industrial sector many problems have accumulated, which require systemic measures.

First of all Kassym-Jomart Tokayev touched upon the problem of rising prices of products, which is a sore problem for all people of Kazakhstan. According to him, for effective price formation and distribution of food products in agriculture it is important to create a network of wholesale and distribution centers and to provide access to them for small agricultural producers, including private farms.

The head of state also mentioned problems in cattle breeding, caused by the lack of fodder.

"It is necessary to expand the areas where fodder crops are cultivated and to tighten control over crop rotation, to use the capabilities of space monitoring and remote sensing more widely. It is important to increase the efficiency of pasture use. Today, farmers do not have access to grazing areas because they belong to people with famous family names, who have built impregnable fortresses out of their possessions. Akims can't solve this problem for various reasons, including personal dependence," said the President in his address.

To solve these problems, he instructed the government to develop a bill "On private farms" to grant a legal status to private farms of villagers and to provide them with pastureland.

The President drew attention to the area of veterinary medicine, which needs a clear division of functions and authority between the center and the regions. Because the health and productivity of livestock depends on the effective work of veterinarians in the field, which directly affects the welfare of rural residents.

"Without a modern veterinary service, it is impossible to expand exports of a significant portion of agricultural products. Therefore, consistent work is required in this area: digitalization of processes, automation of data collection and transmission, training of personnel and increasing salaries. By the end of the year the government should take concrete steps to reform the veterinary system, "- Head of State said.

He touched upon a painful topic in agricultural policy, which often changes with the Minister. This problem does not allow the farmers to plan the work in the future. Therefore, it is necessary to develop a unified general line.

"It is also necessary to review and stabilize the mechanisms of subsidies. Only for the last five years more than 2 trillion tenge was spent on subsidies. Unfortunately, theft of subsidies accounts for more than half of the criminal cases in the agro-industrial complex. This situation is unacceptable," stressed Kassym-Jomart Kemelevich.

Thus, according to him, it is necessary to strengthen the regulatory framework, to introduce a system of effective planning and monitoring. It is necessary that the procedure for registration of subsidies is clear and transparent. The subsidies should be fully accessible for small and medium-sized farms.

"It is necessary to study in detail the tools to stimulate technological re-equipment of agriculture. About 90% of the technologies used in the agro-industrial complex are completely obsolete and in need of modernization. Therefore, the policy of subsidizing agriculture must be brought in line with the industrial policy of the state. I ask the Government and the holding "Baiterek" to prepare a package of proposals on these issues, "- gave instructions the Head of the country.

He is confident that all these decisions will have a positive impact on our agro-industrial sector, which will be one of the key points of growth of the national economy.
