Sunflower export duty is expected to be introduced from 2023

This news was commented by the Ministry of Agriculture. According to the Ministry, a draft order on the introduction of export duties on sunflower exports is currently under public discussion on the Open Regulatory Legal Act portal. And most importantly, the introduction of the duty does not provide for restrictions on the volume of export, reports World of NAN.

"The export duty is a measure that allows, firstly, to maintain the average annual volume of sunflower export, secondly, to restrain the excessive export of raw materials from the country in conditions of high demand and rising prices on world markets and, thirdly, to promote the development of domestic processing, production and export of products with added value," - stressed in the Ministry of Agriculture. 

In this case, the income from the export duty will be sent to the budget of the country, which subsidizes the same agricultural producers, said the Ministry of Agriculture. In addition, prior to the introduction of the export duty, memorandums on price stabilization will be concluded with domestic producers of sunflower oil, in which the selling price from the plant will be 750 tenge per liter.

The Ministry of Agriculture said that the application of export duty on sunflower oil is a successful global practice.

"The introduction of the export duty on sunflower export is a measure from which a positive effect is expected not only on the processing industry, but also on the development of the country's economy as a whole," the Ministry said.

According to the ministry, currently there are no restrictions on the export of sunflowers. Existing quotas for the periods of September 2021-June 2022 and July-September 2022 are finished. At the same time, the size of quotas (155 thousand tons in total) were established based on the balance of sunflower production and consumption.  The fact that the main volume of sunflower was exported after the harvest, from December to January, was taken into account. The largest volume of quotas in previous years was set in these months (50 thousand tons - December and January). The total export of sunflower seeds in January-September 2022, during the quota period, was 133.9 thousand tons, while during the same period in 2021, without quotas - 113.3 thousand tons.

Thus, according to the Ministry of Agriculture, the introduction of quotas has allowed exporters to export the volume of sunflower at a level not exceeding the volume of previous years, and the state - to prevent the situation when due to high demand and world prices for sunflower seeds, the domestic market of sunflower oil production and feed for poultry in the form of cake and meal (a secondary product in the processing of sunflower) will remain without domestic raw materials.

"Now we see the positive result of the previously imposed restrictions on the export of sunflower.  During the first 11 months of 2022 the production of sunflower oil increased by 66.6% compared to the same period in 2021.  Exports amounted to 204.8 thousand tons, which is 2.5 times more than the same period in 2021 (79.9 thousand tons). In addition, 3 new plants with a processing capacity of 594 thousand tons were put into operation in 2021. Currently, the total capacity of 47 enterprises on sunflower processing is 2.8 million tons, "- summed up the Ministry of Agriculture.
