Highlights of the President's address on agriculture

The head of the country Kassym-Jomart Tokayev delivered a message to the people of the Republic of Kazakhstan. The editorial staff of the World of NAN has collected the most important points that will reflect the government's policy in the agricultural sector.

Once again, the president announced the creation of conditions for domestic processors.

"In the next three years, we must bring the share of processed products in agriculture to 70 percent. This is a real challenge," the president said.

And that means farmers should forget about the abolition of the export duty on sunflower. They should be wary of new barrier measures for raw material exports.

 Changes in tax policy

"People should be encouraged to produce. To do this, tax policy must be revised. A real breakthrough can be made if there are more large companies in this area," the president said.

What specific changes the president wants in the taxation system he did not say. However, he set the goals to protect the domestic market and develop exports.

 About agricultural cooperatives once again

The head of state instructed to continue work on unification of private subsidiary farms.

Updating of agricultural machinery

" Ageing and wear and tear of the machine and tractor fleet has become a serious problem. Now a small percentage of agricultural machinery is worn out. Therefore, it is necessary to renew 8-10 percent of it annually. It is better to take into account the interests of machinery manufacturers and farmers of the country," said the President.

It is still unclear how the state is going to do it, taking into account the reduction of subsidies for imported machinery.

Development of agrarian science

"It is also necessary to establish full-fledged scientific and practical cooperation with well-known foreign agro-scientific centers. We support individual scientific and technological initiatives. We adapt educational programs to the requirements of agriculture," said Kassym-Jomart Tokayev.

He also instructed to reorganize and reformat the National Agrarian Scientific and Educational Center.

Reforms in agriculture again

"It is time to carry out an important reform in agriculture. We need to increase the types of crops. It is also better to plant more profitable crops. We need to gradually reduce water-intensive areas and limit the planting of only one type of crop. It is important to provide farmers with local seeds," Tokayev said

He also instructed to solve the problem of creating new varieties and their cultivation.

Ministry of Water Resources

Because of the difficult situation with water, the president instructed the creation of a new ministry. And also instructed to take decisive measures to eliminate water losses at the level of 40%.
