Kazakhstan imposes a ban on transportation of all own and rented empty boxcars, gondola cars and grain carriers by railroads of Kazakhstan. This restriction will be in force from December 18 to February 28, World of NAN reports referring to mk.ru.

KTZh's ban creates discriminatory conditions for Russian owners of grain carriages in the cross-border market of services to organize the transportation of grain cargo within the geographical boundaries of the Customs Union.

"Kazakhstan has made an attempt to squeeze Russian companies out of the region. This is a very big problem," said Sergey Lisovsky, a deputy of the State Duma, a member of the Committee on Agrarian Issues. - One could say that Kazakhstan has stabbed Russia in the back. Meanwhile, a lot of cargo from Russia via Kazakhstan goes to China, Tajikistan and Uzbekistan.

Russian operators are asking that this arbitrary restriction be lifted. According to them, by imposing the convention bans, KTZh pursues the purpose of creating preferences for its own subsidiaries - affiliates and concealing the unsatisfactory results of the work to ensure the export of goods of Kazakhstani shippers.

"There are many plans, and they have already been approved. These are transit, export and import shipments on the territory of Kazakhstan. And now, it turns out that starting December 18, we won't even be able to enter their territory," says Viktor Chuikin, General Director of Tekhnotrans, the operator of grain and covered freight wagons. - Kazakhstan is experiencing an acute shortage of grain carriers during the period of mass grain transportation, and the country closes the outer perimeter of its border for several months. And this is not the first time such a situation has happened. Thus, removing competitors, the country is trying to support local operators. Russian and Belarusian railcar fleets are a third cheaper. They are of interest to shippers. And now they have to use the Kazakhstani, more expensive car fleet. And the traffic situation is already tense. It's winter, the tracks have to be cleaned. Now there will be hundreds of abandoned trains that will stand at the border. What are we to do with them? It is not clear.

Russian operators believe that this measure clearly demonstrates KTZh's interference in the financial and economic activities of domestic companies involved in the transportation of grain and other cargoes and underscores the anti-competitive nature of the convention.
